A bunch of folks drinking, trying to have fun at a house party cramming onto a tiny balcony causing it to collapse… My condolences to their families. :'(

The pictures that I see show rotted joist protruding from the building. Apparently they incased the framing, with some type of material which caused it to hold moisture even treated lumber can rot with no ventilation. At a Glance it doesn't look like it's treated lumber. In time, this deck would have fell with 4 people on it. Running the deck boards at a 45 angle also strengthens the entire deck, but you see that takes more time and there's also more waste.
