Well, Roofs family could be considered a victim here as a "victim" is someone who is harmed by a crime, accident or other event. I'm sure this senseless act will harm them. However, they obviously won't be affected to the same level as the families of the murder victims. As far as the family statements, well within the judges right to allow that although it's not the norm. None of the families were forced to be there or even have a rep there. It was purely optional. Lemons trying to make it sound like it was mandatory.
