So if the Southern states had to vote yes on the 14th amendment to REENTER the United States, then who did they belong to in between the ending of the Civil War and the ratification of the 14th? If they were not a part of the Union, then wouldn't this make the ratification of the 13th amendment null in void. If they were a part of the Union during the passage of the 13th, then wouldn't this make the Reconstruction Act HIGHLY illegal?
