Officials said the incident happened after the unidentified man ran into the jail lobby screaming for help, saying that his wife was out to kill him. The man was later identified as Joseph Hutcheson. This isn't a Baltimore and the cop was right and is innocent and I'm from Baltimore and was there during the riots too.
